Minutes of the Meeting of the Full Brandon Town Council Held at 7.00pm on Monday 7th November 2005 At the (New) Forest School, Bury Road, Brandon Present: The Chairman Cllr. R Silvester, Cllr. DECLARATIONS OF INTERESTS AND ADDITIONS TO REGISTER OF MEMBERS INTERESTS (per Parish Councils code of conduct 2001/Local Government Act 2000) Cllr. N Vant declared an interest in Item 10.1 Planning Application F/2005/0773/FUL and duly signed the Members Book of Interests. Cllr Mrs C Arnold declared an interest in Item 10.1 Planning Application F/2005/0789/AND and duly signed the Members Book of Interests. Cllr. P MacLoughlin declared an interest in Item 10.1 Planning Application F/2005/0847/FUL and duly signed the Members Book of Interests. 3. TO RECEIVE, CONFIRM AND SIGN MINUTES of the Brandon Town Council Full Meeting of Monday 3rd October 2005 (Public items) [LGA 1972Sch.12} Resolution Record No. BTC/125/07/Nov/05 Proposed by Cllr. N Vant and seconded by Cllr. Mrs S Jureko CARRIED: 7 for 2 abstentions THAT THE MINUTES OF THE MEETING OF THE FULL BRANDON TOWNCOUNCIL OF MONDAY 3RD OCTOBER 2005 BE ACCEPTED AND SIGNED AS A TRUE RECORD4. MATTERS ARISING for information exchange only Cllr. Mrs M Young enquired whether information received from FHDC in relation to land at Blackbird Avenue had been passed on to the occupiers of the adjoining property. 5. PUBLIC FORUM Resolution Record No. BTC/126/07/Nov/05 Proposed by Cllr. Mrs S Jureko and seconded by Cllr. Mrs C Arnold CARRIED : Unanimous THAT THE MEETING BE ADJOURNED FOR THE PUBLIC FORUM AND REPORTSA member of the public asked whether the Council had made a decision regarding her application for a memorial bench to be sited in Brandon Cemetery. Mrs S Jureko CARRIED: Unanimous THAT AGENDA ITEM 27 CEMETERY ISSUES BE BROUGHT FORWARDFROM CONFIDENTIAL TO THE PUBLIC SECTION AND DISCUSSED AFTER AGENDA ITEM 7As a member of the public Cllr. P MacLoughlin commented on the number of emptied wheelie bins being left on Public Highways. FHDC to be advised of the problem. 6. TO RECEIVE A REPORT FROM RAF LAKENHEATH Topics covered in Squadron Leader Jo Daniel’s report: The success of the recently held Civic Leaders Tour. 3rd Airforce deactivation from RAF Mildenhall to Germany Veteran’s Day will be a non flying day. The Thanksgiving Service at Ely Cathedral to be held on Wednesday 23rd November. This event is open to the general public. Highway at Lords Walk: The Stopping Up Order was approved by the Secretary of State on the 1st November 2005. 7. TO RECEIVE REPORTS (if any) from County and or District Councillors Cllr. Mrs C Silvester reported on the recent Forest School Governors meeting. She said the School under the Headship of Mrs F Williams, has recently received a glowing OFSTED report and is now acknowledged to have Good School status. R Silvester and seconded by Cllr Mrs C Silvester CARRIED: Unanimous THAT BRANDON TOWN COUNCIL APPROVE THE DISPLAY OF NOTICES PROHIBITING THE USE OF PERSONAL MACHINERY WITHIN THE BOUNDS OF THE CEMETERY27.3 To reinstate the annual inspection of the Churchyard and Cemetery Resolution Record No. BTC/131/07/Nov/05 Proposed by Cllr. Mrs S Jureko CARRIED: Unanimous THAT BRANDON TOWN COUNCIL AGREES TO THE REINSTATMENT OF THE ANNUAL INSPECTION OF THE CHURCHYARD AND CEMETERY27.4 To agree a policy for additional benches Resolution Record No. BTC/132/07/Nov/05 Proposed by Cllr. Mrs C Silvester CARRIED: Unanimous THAT BRANDON TOWN COUNCIL AGREES TO INCREASE THE NUMBER OF MEMORIAL BENCHES WITHIN THE CEMETERY TO SIXTEEN IN TOTAL, FOUR IN EACH SECTION27.5 To approve a re-interment Resolution Record No. BTC/133/07/Nov/05 Proposed by Cllr. URGENT BUSINESS- any items the Chairman considers a matter of urgent business [pursuant to Section 100B (4) (16) LGA 1972] An invitation from the Royal British Legion: The Vice- Chairman Cllr. Mrs S Jureko will represent Brandon Town Council for the two minutes silence on Friday 11th November at Market Hill at 11am and on Sunday 13th November for the Remembrance Parade and Wreath Laying Ceremony at the War Memorial. St Nicholas Hospice Light up a Life 2005/6: Due to an alternative booking St Nicholas Hospice are on this occasion unable to attend the Christmas lighting up ceremony. They hope to be able to co-operate in a future year. Documentation relating to the Stopping Up Order of the Highway at Lords Walk is on file at the Council offices.
